Prompts

constitutional_convention, weekly_session and draft_as_me, for clients that support the prompts primitive. The tools work everywhere.

Scopes

New keys default to state:read, corpus:read, drafts:read, drafts:write, convention:run, corpus:propose and kpis:read. The two decide scopes, drafts:decide and amendments:decide, are off by default and opt-in, because a delegate holding both write and decide could ratify its own drafts.
